I grew up fishing the Mississippi in the Monticello area, all rock stretch of river and on Mille lacs lake bobber fishing the windward side of structure. Used bobbers to keep bait out of the rocks.
There is not a lot of wire in those motors, you can easily rewire a motor. I have a 1957 Mercury I can easily get parts for. Do a compression test.

Owner offers a test drive anything above that is on the buyer. Up to you what you want to risk but like others offered a survey done on the water will suffice. A good surveyor will see the signs of issues with the hull from the inside.
