Not a bad idea to catch anything that potentially makes it's way into the tank either. I always treated them more as a mild filter than catching much of any water... the big racor in the 330 I think holds less than a quart of water even.
It wouldn't be as strong as a continuous laminate... and the slight angle of the layup at the overlap is "weaker" as the glass is only strong in it's plane.

The planing at 18-19 mph is going to be tough to overcome. That usually never changes unless you really under prop it, at least in my experience, or have trim tabs.

I would try and inspect the cooler. If something is obstructing it you could force it further down if you back flush. For example a broken impeller blade
When it's in saturation the equilibrium drives the other way. If you leave e10 on a bench in an open jar you will actually see it absorb water and have droplet formation on the surface. If you have enough water in the fuel it can and does drive the other way. We do washes like this all the time...
Flip is great. If you want something even smaller, the clip is also good. The flip sounds better but I like the clip because I can keep it really quiet at the beach so it doesn't reach beyond our immediate area.
