1978 evinrude 140 high rpm on start

hello hoping someone can point me in the right direction so i can get my boat back on the water. i recently put the engine back on my boat after rebuilding the floor and transom over the winter and spring. After i got everything hooked back up i got it started on the first try, although it was running at a really high rpm. I suspect i could possibly be the warm up lever? it doesnt seem to be functioning correctly almost as if it is stuck in the top position although i can move the lever up and down it doesnt seem to change anything as for the engine speed like it normally does.

Check the spark advance lever linkage to the timer base. Is it still connected? Sometimes the ball and socket get disconnected. (the timer base should be in the idle position.) If the timer base is fully forward, it could run the rpm's up. This is part of the sync and link procedure, which you may need to verify before starting again.

Update.. problem solved i will post this here in-case anyone in the future is as stupid as me. i solved the problem after a few hours tinkering and came to realize i installed the control cables wrong i put the shift cable on the throttle and throttle on the shift.. got them back how they need to go and engine runs great, I've really got this thing dialed in now.
