VP 4.3GL 2000 Overheating fine low rpm

This happened suddenly, When running between 2000 - 3000+ rpm very quickly (5 mins) temperature goes from cold to very hot. Exhaust risers very hot to touch. Slow to below 2000 rpm and temperature drops and is fine. On the water I took out impeller and replaced (no problems with old one no missing vanes) took a hose of the risors and didnt seem to have a very much water flowing through at idle rpm. Removed thermostat. Still same probs. Retrieved the boat and flushed backwards with hose from supply pump to outdrive and water flowed freely, did the same from supply pump to thermostat. and then connected muffs and seemed to have plenty of water flowing through all hoses. Going to pop it in later today to see if still have issue. If I do I will test the flow (head) of water at the thermostat as per the manual if this shows the correct flow of water what is the next most likely thing to look at.

Still have problem , but am making up the test kit required from the above pdf. If anybody else from the UK wants to make it I found this out and after much google'ing found the bits.

Schedule 40 pipe is the same size as UK Imperial PVC pipe but can run at a higher pressure UK pipe runs at max 15bar. But I think this should be enough although time will tell.
